We are currently looking for an IT Change Manager/Release Manager for our client, a Commonwealth of PA entity. The focus of this role is to ensure IT projects (change initiatives) meet objectives on time and within budget by increasing employee adoption and usage and to focus on the people side of change, including changes to business processes, systems and technology, job roles, and organization structures.

This is a 40-hour/week, 3-month project with 12-month extensions possible. This position is a hybrid role mostly remote with onsite visits at least once a month in Harrisburg, PA. The candidate will need to report to the office in Harrisburg, PA at the start of the assignment to pick up equipment. The preferred candidates must reside within a commutable distance of the offices in Harrisburg, PA.

This is a W-2 role as a Stage 4 Solutions employee. Health benefits and 401K are offered.

Responsibilities
• Develop and implement change management strategies and plans to enhance employee adoption, minimize resistance, and ensure proficiency with organizational changes.
• Act as a coach for senior leaders and executives, guiding them in fulfilling their role as change sponsors, and providing support and coaching to managers and supervisors in assisting their direct reports through transitions.
• Incorporate change management approach, stakeholder management, communication, training, and readiness assessments into change management strategies as required.
• Manage daily change activities and lead the change management process, including facilitating Change Advisory Board (CAB) meetings by planning, scheduling, and managing meeting agendas and minutes.
• Review and audit changes for compliance with Change Management Processes and coordinate interfaces with other processes, such as service asset and configuration management and release and deployment management.
• Conduct impact analyses, assess change readiness, and identify key stakeholders, applying a structured methodology to lead change management activities.
• Develop and enhance Key Performance Indicators (KPIs), interpret data from metrics programs, and recommend process improvements to drive organizational behaviors.
• Collate change records from multiple vendors, review for conflicts and collisions, and create and implement training and communication strategies, including preparing communication materials and presentations.
• Identify gaps in change management maturity and develop remediation plans and documented procedures to elevate organizational change management practices.

Requirements
• 10 years of experience with Change and Release Management methods, tools, terminology, and industry practices
• 10 years of experience with Strong IT Change Management, configuration management, and service-level management principles and practices
• 10 years of experience with IT Service Management (ITIL certifications, a plus)
• 10 years of experience with customer service skills servicing and interfacing with individuals across IT (customers) in different roles
• 10 years of experience with organization skills w/proven ability to manage multiple assignments/priorities successfully, being detail-oriented, and delivering high quality.
• 2 years of experience with Remedy (version 7.6.04), including the Change Management Module, or equivalent ITSM tool, and experience with ServiceNow
• Must have ITIL Foundation Certification and ITIL Expert Certification is preferred.
