Education:
Required: Bachelor’s degree in information technology, Computer Science, Information Systems, or a related field.
Preferred: Master’s degree in information technology, Computer Science, or related discipline.

Certifications (Preferred):
Project Management Professional (PMP)
ITIL 4 Foundation Certification
ServiceNow System Administrator or Implementation Specialist Certification

Required Skills and Experience:

ITSM and ServiceNow Expertise (2+ years minimum):
Proven experience leading and managing ServiceNow ITSM projects.
Strong understanding of ITIL 4 framework and ITSM best practices.
Experience with ServiceNow Common Service Data Model (CSDM) v4.0 or higher, including implementation and configuration.
Hands-on experience configuring and customizing ServiceNow modules such as:
oConfiguration Management Database (CMDB)
oIncident Management
oProblem Management
oMajor Incident Management
oChange Management
oRequest Management

Identity & Access Management (IAM/IGA) and Integration (2+ years minimum):
Experience designing and configuring enterprise-scale IAM/IGA solutions.
Proficiency architecting and implementing Role-Based Access Control (RBAC) models.
Experience integrating IAM/IGA systems with ServiceNow, Active Directory, and Microsoft 365 environments.

Microsoft Ecosystem Experience (2+ years minimum):
Proficient with Microsoft 365 (M365) administration and integration.
Strong understanding of Microsoft Active Directory architecture and configuration.

Experience (2+ years minimum):
Working knowledge of the IT environment, including the Cherwell ticketing system and State-specific data integration practices.

Desired Skills and Competencies:
Strong project governance and vendor management experience, ensuring accountability and alignment with defined deliverables.
Exceptional communication and documentation skills with the ability to translate technical requirements into business terms.
Experience developing and maintaining SOW compliance checklists and status reports.

Key Responsibilities:
Project Oversight and Vendor Management
Serve as the primary liaison between State teams and the vendor, ensuring alignment with the State’s enterprise architecture and project objectives.
Track and report on all Statement of Work (SOW) requirements using a compliance checklist updated weekly.
Conduct regular project meetings, report progress, and escalate issues or risks as necessary.
Oversee and document vendor performance to ensure timely and quality deliverables.
Technical and Configuration Verification
Review and verify ServiceNow ITSM configurations, ensuring compliance with CSDM 4.0+ and the State’s business requirements.
Validate integration and data flows between ServiceNow, Active Directory, and M365.
Review technical designs, workflows, and test results for accuracy and adherence to standards.
Deliverable and Quality Assurance
Conduct formal audits of each deliverable for compliance with the SOW acceptance criteria.
Ensure all project documentation, including architecture diagrams and configuration details, are complete and accurate.
Verify that all deliverables meet defined performance and security requirements.
Training and Operational Readiness
Review vendor-provided training plans and materials for completeness and State relevance.
Develop and verify a Go-Live Readiness Checklist to confirm all prerequisites for production deployment are met.
Deliver an Operational Readiness Report summarizing all documentation, processes, and post-implementation support plans.

Performance Deliverables:
Weekly SOW Compliance Reports and milestone checklists.
Documented Deliverable Acceptance Audits.
Verified Technical and Integration Validation Reports.
Final Operational Readiness and Go-Live Reports.

Position Summary:
The Client is seeking an experienced Project Manager / Project Oversight Consultant to provide expert technical and managerial oversight during the implementation of a new IT Service Management (ITSM) platform, transitioning from the legacy Cherwell system to ServiceNow. This role will act as a specialized subject matter expert (SME) and liaison between the State’s internal project teams and the contracted vendor. The consultant will ensure that the implementation aligns with the State’s enterprise architecture, technical standards, and operational requirements-facilitating a smooth and successful transition for all state agencies.
